A tribute to the success that Central City Concern, a nonprofit organization that provides housing and treatment for homeless people recovering from alcohol and drug addictions, has played in helping Portland achieve a 13 percent decline in homelessness including aa 70 percent drop in the chronically homeless population sleeping outside.
