I only have a problem with the Meth part…
Most people with severe substance addiction problems and criminal records are addicted to meth… So if you get the bipolarity treated, the meth addiction is MUCH easier to cope with…
I would support her in her quest to transition in to a man…

First you have to get the meth addiction treated. He (assuming your daughter is going to become a boy) will deal with the transgender issue last. Put him in rehab and get him clean. Then get him to see a psychiatrist to treat the Bipolar, easy to do with moder medications.
Then to prevent recurrance of the problems accept the transgender problem and help him gain acceptance as his proper gender in society
