how old is your granddaughter? is she 21?

They were being nice! They took her license like they would if she was charged but they didn’t put it on her record.

Have her call the Circuit Clerks Office and see if they can explain if not you will have to call the Secretary of State and they have to know why her driving privileges were pulled. It may have something to do with priors too, does she have priors?
